Internet Guide to Anime Cels: The grandaddy of them all. This is the place to start if you want to find anime cel dealers, see the most comprehensive online gallery listing I know of, and find links to just about everything cel related. Go for it.
Cels.org: A service of Animanga, this is the gathering place for anime cel collectors on the internet. Check out the Cels Forum for discussion, or Keep-Track to find out what dealers have updated their sale pages when.
Anime Web Turnpike: Anime Web Turnpike is another comprehensive site with links to dealers of anime goods (not just cels), among other things. They also maintain a list of upcoming anime conventions, which are good places to buy cels in person.

I have not included links to dealers here for two reasons: first, there are links to dealers from the above pages, and second, I know I would forget one dealer or another, which I wouldn't want to do. I have bought from many, many online dealers, and almost every single one of them was a pleasant and positive experience. You can email me if you'd like to ask about any specific dealer.
